What about Val Cooper's way of supporting a government-sponsored mutant policing agency? That's nowhere near as severe as what Tony Stark or Bolivar Trask suggested and offers more accountability than Xavier's way.
You just gave an example of an opinion on mutants in the Marvel Universe that is neither of the two extremes you point to and which originated within the Marvel Universe. So clearly there are more than just those two options available.
